Bylaw Enforcement Officers work to promote compliance with Village bylaws and may respond to citizen complaints. View the Village’s Bylaw Compliance Policy.

Bylaw Enforcement on Complaint Basis

The Village of Cumberland does not have the resources to inspect properties and to enforce bylaws on a regular basis in order to determine whether or not bylaws are being complied with at all times. Therefore, it is the general policy of the Village to rely on citizen complaints. The Village does not accept anonymous complaints.

Bylaw Enforcement Officers may respond to complaints on the following issues and bylaws, among others:.

  • Animal control
  • Business licences
  • Litter and dumping
  • Noise disturbances
  • Signage
  • Parking
  • Unsightly premises
  • Water conservation
  • Zoning regulations

To register a complaint with the Village, you may call 250-336-2291 or drop into the Village Office during office hours and complete a complaint form.

Confidentiality

To reduce the opportunity for intimidation and neighbourhood conflict, the Village has established a policy with a balance of accountability and confidentiality among the various parties to the process. The Village understands the importance of providing confidentiality to both the complainant and the alleged violator. It is recognized that many complaints take place in the context of other disputes between neighbours and the motivation for the complaint itself may be retribution. Disclosure could serve to exacerbate the dispute and may even put persons at risk or harm.

Remedial Action Requirements

Council adopted a policy on to clearly articulate the matters that Council and Village staff may consider when exercising authority to order and enforce Remedial Action Requirements in cases of declared nuisances and hazards.
