3345 Second Street Affordable Housing Project Takes a Step Forward

January 20, 2025 Update: The Zoning Amendment Bylaw will not be on the January 27 agenda and will be brought forward at a future meeting for consideration of third reading and adoption.
A bylaw to change the zoning on a multi-family affordable housing parcel to increase the permitted density and height to allow for four storeys and more units was given a second reading by Council on January 13, 2025. The bylaw is expected to be considered for a third reading and adoption at the Council meeting on January 27, 2025, along with a variance permit to reduce the required parking and rear setback. Written submissions are welcome to the Village office and to planning@cumberland.ca.
The property is leased to the Village from the Vancouver Island Health authority for the development of a multi-family affordable housing project with funding from BC Housing. The Village intends to apply for the funding in the next intake expected in early 2025.
The proposed mix of affordable units is 50% of units with rent geared to income, 20% of units with deep subsidy, and 30% of units near market rent.
At the January 13 meeting, Council also supported amendments to a housing agreement with M’akola Housing Society and the Vancouver Island Health Authority to increase the number of units set aside for VIHA staff and to locate some parking on the adjacent VIHA lot. The updated housing agreement will be presented to Council at a future time.
