No. 2 Dam and Spillway Project

The dam and spillway of the No. 2 Lake water supply reservoir has been identified for replacement due to a significant failure classification.
In February 2026, Cumberland Council supported the direction to replace the dam with a rockfill embankment with a central sheet-pile cut-off, including a concrete spillway and low-level outlet on the left abutment. The spillway will include a breast wall to limit outlet capacity to approximately the 1-in-10-year flood, directing more frequent flows toward Cumberland Creek rather than the North Branch of Perseverance Creek.
The project will also include construction of a saddle dam at the outlet to Perseverance Creek North Branch, with a design similar to but smaller than the main dam, including a 1-in-10-year flood spillway; and the upgrade of the Henderson Lake Dam spillway to safely pass increased flows, including the 100-year event with freeboard and the 1,000-year event without freeboard.

Budget and Funding Sources
Senior government funding awarded will help move the project forward without any significant financial burden to the Village:
- $2.7 million from the Canada Strategic Priorities Fund, which supports infrastructure projects that are beyond the financial capacity of a single local government fund, under the Build Communities Strong Fund (BCSF) Community stream in BC.
- $4.475 from the Investing in Canada Infrastructure Program
Other significant capital upgrades have been made to the Village’s drinking water system from 2017 to 2021.
Project Phases
- Hydrology Assessment
- Preliminary Design Phase: The phase includes formal engagement on the preliminary design with partners and stakeholders with interest or possibly impacted by this project before detailed designs are completed.
- Detailed Design: Underway in summer 2026 through a competitive tender process.
- Regulatory Permitting
- Construction: The construction tender is anticipated to be issued in early 2027 for construction in summer 2027.
