Penrith Avenue Road and Utility Upgrades

Just one block from Dunsmuir Avenue, Penrith Avenue is a key route for people walking, biking, rolling, and driving in our community. The Village is working to upgrade Penrith Avenue from First Street to Fourth Street. This work will include replacement of underground utilities and surface works to enhance safety and improve accessibility to meet current and future community needs.

2026 Budget Update

In June, Council directed staff to report back on design costs and parking, surface works, and underground utility replacement for the Penrith project due to budget shortfall in the capital project plan. This will allow staff to revisit the project to address a number of design challenges raised during the public engagement around functionality, standardization of parking and maintenance, implementation of the automated cart system and the Transportation Master Plan (TMP).

The Village will prioritize other components of the 2026 capital projects work plan, including important storm sewer and sanitary sewer separation and replacement in the fall and winter of 2026:

  • the lane south of Maryport from Third Street to Seventh Street, and
  • the lane south of Windermere from Second Street to Fifth Street.

2025 Community Engagement

Residents on Penrith Avenue and the greater community gave feedback on design options in the summer of 2025. Feedback from the engagement was mixed overall depending on which block the resident resided or in general. It was clear that the community wanted the Village to pursue a one-way street to maximize street trees and green spaces, put a lower priority on cycling infrastructure due to the presence of bike lanes on Dunsmuir, and preserve street parking on both sides of the road while providing traffic calming and improving sightlines.

Council directed staff to expand the scope of the project beyond the initial two blocks from First Street to Third Street to extend to Fourth Street. This made sense due to the one-way concept and the differing cross section between the existing road alignments.
