Village Seeks Feedback on Proposed Building Bylaw Amendments

The Village of Cumberland is inviting feedback from the local development community on proposed updates to its Building Bylaw.
Building Amendment Bylaw No. 1254, 2026 includes updates to align with the BC Energy Step Code and introduces a phased timeline for the Zero Carbon Step Code. The proposed timeline would bring in Strong Carbon Performance (EL-3) on January 1, 2027, followed by Zero Carbon Performance (EL-4) on January 1, 2028—consistent with the City of Courtenay.
These changes are intended to improve regional consistency across the Comox Valley, provide greater clarity for development, and support the Village’s Climate Action Plan.
Additional amendments include consolidating regulations for solid fuel burning appliances and making administrative updates to improve clarity and fee administration.
Residents and interest holders are encouraged to review the proposed changes and share their feedback by May 29, 2026.
