New Amenity Cost Charges to Help Fund Future Recreation and Daycare Facilities in the Village

Posted on

Cumberland, BC – The Village of Cumberland Council has adopted its first Amenity Cost Charges Bylaw which takes effect on June 9, 2026.

“I am pleased that the Village is using this new tool available to local governments to help fund future expansion of our recreation centre as well as daycare facilities,” said Mayor Vickey Brown. “Setting ACC rates helps builders and developers know what costs to expect and is one of many steps the Village has been taking to streamline the development process.”

Amenity Cost Charges are one-time fees paid at the time of residential subdivision or building permit that results in new units and helps fund amenities needed to support community growth.

Builders and developers with applications already in progress should check whether their project qualifies for in‑stream protection, which may allow them to be exempt from ACC charges. To qualify, an application must have been submitted before bylaw adoption, be complete to the Village’s satisfaction and have all required fees paid. Different criteria apply depending on whether the application is for a building permit, rezoning, development permit or subdivision.

Newly adopted ACC rates will apply in all circumstances for building permit and subdivision applications following the tentatively scheduled inflationary update to the ACC Bylaw in early 2027.

Fast Facts

  • New Amenity Cost Charge (ACC) rates take effect June 9, 2026 for all new subdivision and building permit applications submitted after bylaw adoption.
  • Complete applications submitted before bylaw adoption may qualify for instream protection, allowing applicants to be exempt from ACCs until the original ACC Bylaw is amended (an inflationary amendment tentatively scheduled for early 2027), if they meet completeness and approval criteria.
  • Instream protection expires when the original bylaw is amended (early 2027)—after that point, all building permit and subdivision applications are subject to the new rates, including any extensions.
  • Certain developments are exempt from ACCs under provincial law, including places of worship, and certain types of publicly funded and non-profit housing as outlined in the Local Government Act.
  • As of January 1, 2026, developers can choose to pay ACC/DCCs in two installments: 25% upfront and 75% deferred (with required financial security), or they may continue to pay the full amount at once.
