A public hearing on the proposed Official Community Plan Amendment Bylaw No. 1265, 2026 and proposed Zoning Amendment Bylaw No. 1266, 2026 will be held on:

Monday, July 13, 2025 at 5:00 p.m. Cultural Centre at 2674 Dunsmuir Avenue, Cumberland.

OCP and Zoning Amendment Bylaws

The Village is making a few “housekeeping” amendments to the Official Community Plan (OCP) and the Zoning Bylaw.

Village Council gave both amendment bylaws first and second reading at the June 22 meeting and a public hearing is scheduled for July 13.

The OCP housekeeping amendments include a revision to the Multi-Unit Residential and Mixed-Use Development Permit Area (DPA) guidelines to require a play or recreation area for new developments.

Exemptions to the Heritage Conservation Area (HCA) guidelines are proposed to be broadened to encourage the adaptive reuse and retention of heritage buildings within the area newly added to the HCA, located on the north side of Derwent Avenue, the South side of Penrith Avenue and on Second and Third avenues between Penrith and Maryport (zoned MU-2 in the new Zoning Bylaw).

The exemptions for single residential buildings from a Heritage Alteration Permit (HAP) would include lifting the building to add a floor, building a small addition, and the construction of new secondary suites and/or single residential buildings (laneway housing) in the rear yard.

Highlights of the Zoning Bylaw housekeeping amendments are:

  1. Reinstating a reduced 1.5 metre setback for laneway housing.
  2. Clarifying that virtual retail sales are permitted as part of a home occupation while in-person retail sales are not.
  3. Increasing consistency with OCP policy and guidelines, by:
    1. adding commercial greenhouse and food production facility as permitted uses in the industry zones in support of food security.
    2. deleting “conifer” as an alternative to a large tree in the landscaping requirements to reduce flammability of vegetation in the Village.

At the public hearing, all persons will be afforded a reasonable opportunity to be heard before Council or to present written submissions.
