2024 By-Election Notice of Nomination

A by-election to elect one person to the office of Councillor will be held on Saturday, September 21, 2024, with advance voting opportunities on Wednesday, September 11, 2024 and Wednesday, September 18, 2024.

Notice of Nomination

Notice is given that nominations for the office of Councillor will be received by the Chief Election Officer or a designated person, from Tuesday, August 6, 2024 at 9 a.m. to Friday, August 16, 2024 at 4 p.m., excluding statutory holidays and weekends, as follows:

By email to info@cumberland.ca or by fax to 250-336-2321. Please contact the Village if you do not receive a confirmation of receipt of an emailed or faxed nomination.
Originals of emailed and faxed nomination documents must be received by the Chief Election Officer by Friday, August 23, 2024.

You are encouraged to call or email the Village office at info@cumberland.ca or 250-336-2291 to make an appointment to submit your nomination documents.

Qualifications for Office

To be eligible to run for local government office, a person must have been a resident of BC for at least six months before submitting nomination forms, be 18 years or older on general voting day, be a Canadian citizen, and not be disqualified under any enactment from voting or being elected to office or otherwise disqualified by law.

Nomination Forms

Nomination forms will be available from Tuesday, July 23, 2024 until the close of the nomination period Friday, August 16, 2024 at 4 p.m at the Village office and at online at cumberland.ca. Interested persons can obtain information on the requirements and procedures for making nominations at cumberland.ca and by calling the Village office at 250-336-2291.

Campaign Period Expense and Third-Party Advertising Limits

In accordance with the Local Elections Campaign Financing Act for the 2024 local by-election,

  • the following expense limits for candidates during the campaign period apply for the office of Councillor: $ 5,398.92
  • the following third party advertising limits apply:
    • Directed advertising expense limits: $ 809.84
    • Cumulative third party advertising limit: $ 161,967.47

Voter Registration and Qualifications

To vote as an elector of the Village of Cumberland you do not have to pre-register to vote. Elector registration takes place at the time of voting.

At the time of voting, please bring your identification to the voting place. Resident electors must produce two pieces of identification, at least one with a signature. Picture identification is not necessary. The identification must prove both residency and identity. Resident electors do not need to own property to vote.

You will also be required to make a declaration that you are 18 years of age or older on general voting day; a Canadian citizen; a resident of BC for at least 6 months immediately preceding the day of registration; a resident of the Village of Cumberland on the day of registration OR, if a non-resident property elector, a registered owner of real property in the Village of Cumberland for at least 30 days immediately preceding the day of registration; and not disqualified under the Local Government Act or any other enactment from voting in an election or otherwise disqualified by law.

Non-resident property electors who do not reside in Cumberland must produce 2 pieces
of identification at least one with a signature to prove identity, proof that they are entitled to register in relation to the property, and if there is more than one owner of the property written consent from the majority of the property owners. You may call the Village office 250-336-2291 to arrange the necessary documents in advance of voting day.

Mail Ballot Voting will be available for the by-election. You may apply to vote by mail ballot beginning Thursday August 22, 2024.
