Village Requests Input into Proposed Development Application Procedures Bylaw

In 2021, the Village obtained funding from the Province through the Union of British Columbia Municipalities (UBCM) to review the Village’s development application approval processes.

The Village has engaged Urban Systems to undertake this work with the purpose of identifying opportunities and providing recommendations to modernize the Village’s application processes.

As a part of the first phase of work completed through Winter/Spring 2022, input was sought from members of the development community on the Village’s existing development approval processes. The feedback received from the development community was then incorporated into the Development Approvals Process Modernization Summary Report which includes recommendations for process improvements, streamlining opportunities, and bylaw amendments.

The Summary Report was presented to Council at the Committee of the Whole Meeting on May 30th, 2022, which included the recommendation to draft a revised Development Application Procedure Bylaw to reflect recommended best practices and recent changes to legislation.

The Draft Development Application Procedures Bylaw and Fees and Charges Amendment Bylaw were presented to Council and given first and second reading on March 27th, 2023.

The Village is now seeking public input into the Development Application Procedures Bylaw prior to bringing the document forward to Council for consideration of a 3rd reading.

This bylaw is recommended to replace both Development Approval Bylaw No. 809, 2005 and Development Application Procedures and Fee Bylaw 1073, 2018.

The new bylaw will help clarify application procedures and recommend increased delegated authority to staff to streamline approvals.
